I installed a 2nd circuit to my pool area. GFCI breaker and it won't trip. All powers up, test won't work

Do you have the neutral from the feed tied in to the GFI breaker, and the white pigtail to the neutral bar? You may have a bad breaker. If you have another one in the panel already try switching them around and see if it trips on the other circuit.
