Pressure in my boiler is over 3 bar, the waters hot and my radiators are hot but the boiler is leaking water?

Most probably your expansion vessel needs replacing , to let some pressure off there should be a valve with a red cap on , turn it 1/4 of a turn untill your at around 1 bar pressure
